Bill was the head coach and general manager of the Toledo Troopers from 1971-1977. He graduated from DeVilbiss High School, where he made all-city in 1961. Bill was a major stock-holder in S. K. W. Enterprises, Inc., owners of the team. He also served as vice-president of the National Women’s Football League (NWFL), Eastern Division, and later as president of the NWFL.

Part of his extensive collection was loaned to the library by his son, Guy Stout, who grew up attending practices, games, and serving as the team’s water boy. A few of the items digitized in the library’s collection from Bill include his team jacket, many team, group, and individual players’ portraits, and documents including programs, plays, and both team and individual statistics.
